Crime Up By 28.60% (+794 Offenses) Over 2005
Part I Offenses [Violent & Property Crimes]
Increased By 26.56% (Up 256 Offenses) Compared to 2005

According to data captured by the Richland County Sheriff's Office, Records Section, the number of FBI-UCR Part I Offenses reported to the Sheriff's Office (consisting of violent crimes (composed of murder and non-negligent man-slaughter, forcible rape, robbery, and aggravated assault) and property crimes (composed of burglary, larceny-theft, motor vehicle theft, and arson), rose by 26.55% during the first nine (9) months of 2006 in comparison to the same time period last year.

Violent crimes dropped by 24.24% (down by 8 offenses) and Property Crimes rose by 28.36% (up by 264 offenses) within the Sheriff's Office primary policing jurisdiction.

With regards to Violent Crimes, the following changes occurred compared to the same time period last year:

  • Forcible Rapes increased by 10% (up by 1 offense); and
  • Robberies dropped by 37.50% (down by 3 offenses); and
  • Aggravated Assaults dropped by 30.77% (down by 4 offenses); and
  • Robbery dropped by 37.50% (down by 3 offenses); and
  • With regards to Property Crimes, the following changes occurred compared to the same time period last year:

  • Arson increased by 67.67% (up by 4 offenses); and
  • Larceny-Theft increased by 31.50% (up by 195 offenses); and
  • Burglaries increased by 20.95% (up by 57 offenses); and
  • Vehicle Thefts increased by 23.53% (up by 8 offenses).
  • Part II Criminal Offenses
    Increased by 29.69% (up by 538 offenses) compared to 2005
    Largest increase occurred with Child Neglect/Abuse Offenses that was up by 84.21% (up by 16 offenses).

    Re: Overtime Enforcement & Thanksgiving Blitz Dates


    Deputies to Work "Traffic Overtime Enforcement" on Veteran's Day Holiday Weekend and to participate in "Thanksgiving Holiday Blitz"

    Richland County Sheriff deputies will be working "high visibility overtime traffic enforcement for the Veteran's Day Holiday during the days of Friday, November 10, 2006 and Saturday, November 11, 2006. Specific attention will be given to the follow-ing townships and roadways:

    • Jefferson Twp.; State Route 13
    • Madison Twp.; US Route 30, mile post 12-14
    • Mifflin Twp.; State Route 430 @ I-71, Reed Rd., and Crider Rd.
    • Washington Twp.; State Route 13

    During the THANKSGIVING HOLIDAY BLITZ deputies will be patrolling area highways/roadways for violations of alcohol/drug laws, as well as speed and seat belt laws. Beginning Wednesday, 11/22/06 through Monday, 11/27/06, local deputies will increase patrol activity and step up traffic enforcement on the following highways and roadways:

    • Jefferson Twp.; State Route 13
    • Madison Twp.; U.S. Route 42, mile post 13-15 and U.S. Route 30, mile post 12-14 and State Route 430, mile post 7-11
    • Mifflin Twp.; State Route 430 @ I-71, Reed Rd. and Crider Rd.
    • Springfield Twp.; Millsboro Rd. (West between Lex-Springmill & Lex-Ontario( and Lex-Springmill Rd.
    • Washington Twp.; State Route 13

    If you're planning on traveling by car this Thanksgiving holiday, please remember to drive safely and responsibly. Also, make sure everyone in the vehicle is buckled up, observe posted speed limits and refuse to drink and drive.

    Re: FFY-2007 Overtime Enforcement Grant Awarded


    Sheriff's Office Receives $52,253.34 for "High Visibility Enforcement Overtime Grant" for Federal Fiscal Year 2007

    Official notification has been received by the Richland County Sheriff's Office from the Ohio Depart-ment of Public Safety, Governor's Highway Safety Office, that it's FFY-2007 Grant Proposal has been approved for funding. The "authorized to proceed date" for this grant is October 1, 2006 and the "termi-nation date" is September 30, 2007. This begins the Richland County Sheriff's Office 13th Year in con-ducting increased traffic enforcement activities at strategic locations/times throughout the Sheriff's Office primary policing jurisdiction. As in previous years, enforcement activities will take a number of formats, such as: national mobilizations, local blitz periods, and overtime enforcement periods for mixed traffic violations considered to be a problem locally.

    Re: DEA Round Up...


    Richland County Sheriff's Deputies assisted the Franklin County Sheriff's Office and the Columbus office of the Drug Enforcement Administration (DEA) in rounding up three or four area suspects who were involved in operation black gold rush.

    Four local suspects were involved in making daily trips to Columbus, Ohio and purchasing quantities of black tar heroin, bringing it back to the Richland county area and distributing it to the local heroin abusers. The four suspects have each been indicted on federal charges of "conspiracy to distribute and possession with intent to distribute heroin."

    Those arrested on indictments early Tuesday morning 8-15-06 were:

    Jacob Cornell, 27 Smiley Avenue, Shelby, Ohio, Age 31

    William Tolle, 82 Second Street, Shelby, Ohio, Age 30

    Brad Picklesimer, 4445 St. Rt. 98, Crestline, Ohio, Age 28

    Sheriff Deputies are still looking for William John Marvicsin. He has a past history of drug involvement and has various addresses in the Richland county area. If you know the location of this subject please call the Richland County Sheriff's Office at 419-774-5610.

    Re: Crime Statistics for First Half of 2006

    Violent crimes dropped by 5.88% (down by 1 offense) and property crimes rose by 28.48% (up by 172 offenses) within the Sheriff's Office primary policing jurisdiction. With respect to property crimes, the crime of arson decreased by 83.33% (down by 5 offenses) and larceny-theft increased by 33.33% (up by 137 offenses) compared to last year. With regards to violent crimes, the crime of forcible rape increased by 133.33% (up by 4 offenses) and robbery dropped by 40% (down by 2 offenses).

    Sheriff's Office Launches New Drunk Driving. Over the Limit. Under Arrest. Labor Day Crackdown on Drunk Driving

    The Richland County Sheriff's Office from August 16 to September 4, 2006 will be participating in the upcoming You Drink & Drive….You Lose crackdown. Sheriff Steve Sheldon today announced that the Sheriff's Office will be joining with thousands of other law enforcement and highway safety agencies across the nation during August and the Labor Day holiday to launch an aggressive new crackdown on impaired drivers called: Drunk Driving. Over the Limit. Under Arrest. Our goal is to impact the end-of-summer impaired driving problem. Our mission is to save lives, prevent injuries, and reduce vehicle related crashes in Richland County.

    "Make no mistake. Our message is simple. No matter what you drive - a passenger car, pickup, sport utility vehicle or motorcycle - if we catch you driving impaired, we will arrest you. No exceptions. No excuses," said Captain Norris Baker, Patrol Bureau Commander. "We will be out in force conducting saturation patrols to get more drunk drivers off the road.

    We want everyone to play it safe and always designate a sober driver or find a different way home if they have been out drinking," said Sheriff Sheldon. Driving with a BAC of .08 or higher is illegal in Ohio and every other state. According to data maintained by the Sheriff's Office, Records Section, deputies arrested 106 people for driving under the influence during 2005.

    "Drunk driving is simply not worth the risk. Not only do you risk killing yourself or someone else, but the trauma and financial costs of a crash or an arrest for impaired driving can be significant," said Captain Baker. "Violators often face jail time, the loss of their driver's license, higher insurance rates, attorney fees, time away from work, and dozens of other expenses.

    We wish to put everyone on notice that if they are caught driving impaired, they will be arrested. "So don't take the chance. Remember, if you are over the limit, you are under arrest."

    Re: Breaking & Entering


    On Friday, May 20, 2005, at 7:52 PM Newhope satff contacted Richland County Sheriff's Deputies, regarding a possible Breaking and Entering at 220 Home Avenue (formerly known as Downs Residence Hall). Sgt. Tim Shook was first to arrive on the scene and located several juveniles inside the building. Several other Deputeis as well as Officers from Mansfield Police Department responded to the scene. Nine juveniles were arrested, transported to the Richland County Sheriff's Office and subsequently released to their parents or guardians. Charges are being forwarded to the Richland County Juvenile Prosecutor for Breaking and Entering.

    Re: Aggravated Robbery


    On 04-04-05 at approximately 10:00 p.m. an aggravated robbery occurred at Mick's Flicks at 29 South Illinois Avenue. The suspect came in brandishing a pistol with a 9-inch barrel and ordered the employee to get all the money out of the cash register. He then threw the cash register on the ground and ordered her to give him the lockbox with the cash and the key to the lockbox.

    The suspect then fled out the door and a shot was heard. There are other witnesses that had seen the suspect and the co-defendant in a silver Saturn.

    On 04-06-05 Ashland County had a bank robbery in Perrysville in where deputies got in a car pursuit and apprehended Kenny Massie in Ashland County in where he crashed his car while in the pursuit. Kenny Massie lives at 901 Expressview Drive. Kenny Massie had a revolver with a 9-inch barrel in his possession during the apprehension.

    Ashland authorities contacted Richland County Sheriff's Detective Bureau in where Kenny Massie was interviewed and confessed to the Mick's Flicks and stated the shot that was heard was him putting the gun in his waistband and he accidentally shot himself.

    Kenny Massie has been charged in both Ashland and Richland Counties with aggravated robbery with gun specs and his co-defendant will be presented to the May Grand Jury along with Kenny Massie. Additional charges will be brought against Kenneth Massie in the May Grand Jury.

    The case was cleared with the cooperative efforts of both Ashland County Sheriff's Department and the Richland County Sheriff's Department.

    Re: Tax unchallenged, so jail on track


    A new Richland County jail took a giant step closer to reality Tuesday when the filing deadline for any attempt to block county commissioners from reinstating a 0.5-percent sales tax passed.

    The tax, which went into effect in 1999, expired Dec. 31. It will go back into effect April 1. Revenue from that tax will be used to pay much of the jail's estimated $16 million cost, commissioner Ed Olson said.

    The jail will be built just east of the courthouse and connected to it by a skywalk.

    MKC Associates will be the lead design firm, working with Phillips Swager Associates, a Chicago-based detention and security electronics consulting firm.

    "Phillips Swager's biggest value to us is to make sure the design meets or exceeds federal standards," Olson said.

    The current jail does not meet those standards, leaving the county open to possible lawsuits.

    For male inmates, the facility will have 12 single maximum-security cells, 12 single medium-security cells, two double-occupant medium security cells and 96-bed minimum-security dormitory.

    Female inmates will have 16 single medium-security cells and 48-bed minimum-security dormitory.

    Re: Mifflin Residents Evacuated because of flood concerns


    Nine residences on Bowen Road were evacuated Sunday because of flooding.

    "We went in with boats and a military vehicle and evacuated them," Mifflin Assistant Fire Chief John Fry said. "We got everybody out with no causalities, no one hurt. It ended up being a good day."

    The Mifflin Fire Department received help from the Richland County Sheriff's Department dive team, Charles Mill Lake Park staff members and the Shelby Fired Department. The local chapter of the American Red Cross also responded.

    Fry said all the residences oBowenwn Road between Fleming Falls Road and Windsor Road were checked. He said people in two residences elected to stay.

    Re: Transfer of Inmates


    At approximately 12:30 a.m. on January 6, 2005, the Richland County Jail lost all of its power, due to severe weather. Emergency generators were put in place for emergency lighting and heating. Since that time the situation with the power throughout the county had deteriorated. Contact with the power company shows that we have no idea when power will be returned to the Richland County Courthouse building, where the jail is housed. The Board of Commissioners held an emergency session at the Richland County Sheriff's Office at approximately 11:30 a.m. and declared the county in a state of emergency.

    Through a cooperative effort all prisoners at the Richland County Jail are being transferred to the local prisons. A collaborative effort between members of the Sheriff's Office, Board of Commissioners, the EMA Director, State Patrol, MANCI/RICI, and the Mansfield Police Department; all county prisoners are being transferred to various penal institutions.
